Capability Building for the Identity and Passport Service
Background and objectives
The Identity and Passport Service (IPS) is the Home Office agency responsible for launching the National Identity Card Service in 2010. They needed capability building help and in early 2009, Verdant were brought in to coach and mentor the existing team, recruit new staff to fill experience gaps at all levels, and procure cost effective suppliers, including an advertising agency and build a relationship with teams critical to their success right across the Home Office.
Results and evaluation
- £1m cost saving achieved during 2008/09 within marketing function
- Full marketing communications team recruited within 3 month period, and overall team restructured
- Full proposal costing and budget bid submitted February 2009, delivering a 25% cost saving
- Above the Line agency recruited and creative approach for the launch agreed at ministerial level
